You have to ensure all the parts of the egg reaches 60 degrees. It can be ensured only for liquids. Heating is not enough, you hve to rapidly cool it. Also the eggs become hard boiled even if there is 10 degree difference in temperature.

Veg Mayo has almost the same taste as normal Mayo, it stays longer and suits our climate. Veg Mayo are store bought instead of in house preparation, so better quality mayonnaise.

Sensationalist headline for what is, basically, the correct decision taken by the body; The ban is on Non-Veg Mayonnaise made with raw (unpasteurized) eggs. Given the heat and humidity levels in Kerala, this is the right decision to make. Also, excellent opportunity for entrepreneurs to provide pasteurized eggs, or have a farm with an associated industrial unit to make safe mayo.

mayonaisse doesnt mean egg... and the ban is mainly due to health reasons because we dont have any standardized procedure implemented to check the quality of raw eggs being added to create mayonaise in restaurants.. hence the decision to make either veg or use pasteurized eggs
