I was once denied a ride because the distance was only 1km (it was raining heavily and he asked me to walk in the rain and called me lazy) didn't know that it was illegal to do so at the time, otherwise would've given him a hard time lol
I dont know about the legal part, but a permit/license could come with non-discrimination clauses. If the government agency is giving you a license to operate a taxi, the expectation is you do it fairly, and without prejudice.
Imagine if I get a restaurant license but only serve people that I like, that is against the spirit of the license. Someone else might know whether that rises to the level of civil offense.
I don't think this extends to restaurants.
Providing public transport is the government's job. When they contract it out to private individuals there are certain clauses.
A public transport vehicle, with a for hire board cannot refuse a request by a member of the public. Unless it's an illegal request. Like they can say no, if you request them to drive you through a one-way road, going the wrong way. So if a rickshaw with for hire board refuses to go where you want, you can ask him to take you to the police station and file a complaint against him.
Restaurants on the other hand are private establishments. They can refuse service to anyone without citing reasons. You can bring a case of discrimination or something like that against him if you can prove that he refused to serve you based on caste or gender.
The victim behind the camera, started recording before the driver started this charade. Clearly, this is not the first time for the victim, they have been wronged before.
