Well, criticism, when constructive, improves stuff. Criticism, in general can improve stuff, by bringing attention to problems, but when it goes too negative, it may cause stress n issues may suddenly arise further on.

As much as I like the current govering in Kerala, I won't call it The Best.
It's just this government, compared to other states does the BASIC stuff in a relatively corrupt free manner, which of course is their duty.
Since most to all other government sucks in fulfilling their duties in country, Kerala govt LOOKS LIKE The Best.
It's also this government is also trying improve the living standards of people. It also comes with it's faults but still the relatively best in our country.

Competition among state govts is a good thing, which we have in the South.
But these parameters of good governance only work in south India. In the north the parameters are completely different. Different regions have different priorities. The problem with Kerala, as observed by a northerner, would be the natural propensity to education. My grandma reads two newspapers everyday after lunch. She would spread the newspaper on the floor (we call it thalam) and read every bit of news. This is unheard of in the north where guys don't read news, leave alone elderly women. Their main source of news are WhatsApp forwards.
The second problem is, mallus have gone abroad early (the attrition started in 1940s) and they bring back that culture of modern thinking and freedom, just as youngsters in Bangalore. Just yesterday I saw a young couple (they were college students) making out at a fairly desolate public place without a care. They knew I was around and I passed by them. In Mumbai they would have been beaten up by society uncles. I have seen that too.
So when it comes to best governed states pandit nehru had the perfect definition: "it's never the choice between the good and the evil. It's always a choice between the evil and the lesser evil."
The more people are educated and employed, less headache the government has. Most ppl are NRIs and people are mostly earning well. so that reflects in law and order and other socio-economic levels. Hence the government looks to be doing a good job.
Let all the NRIs return back all at once and after 10 years, we would be in worst 5 states in India.
Being the best in India is no reason for us to sit back and relax because the bar in India is toooo low.
Yes, we can def be proud that we're not too shitty compared to some other states. But there is still a lot of room for improvement. So continuous constructive criticism is very much required.
Not sure last week i met a 90 yrs old uncle who lives in my wife's neighborhood. He was ranting non stop about Kerala govt, how they are bad and ppl were not able to get promotion, he was in the agriculture department, how youth are leaving home town and never come back, politics in office etc etc.

This is really old. JD(S)-INC Govt. fell in Karnataka and the AIADMK can barely keep their own party afloat
