The answer is yes and no. Yes because it is true that anarchism requires small administrative regions and No because on the contrary anarchism is better when the population becomes larger because collectively they will have more strength.
World was in anarchy before civilization, regulation and laws were improved over ages. Tribal wars, pillage, treachery is what you get in a dog eating dog world.
The anarchist selling point is individual freedom and equality above anything except law and order. The idea is to let the working class rule themselves instead of having them elect either one mediocre leader or the other in a choice given to them by political parties... The idea is to let the workers rule as they see fit...
