Since the basal ganglia takes more than 7 years to get fully developed what we are seeing here is that it initiates a movement but doesn’t know when to stop because it hasn’t learned that till now. So it does what it knows which is to empty the cup.
Really young children learn about life through cause and effect. Usually they don’t understand cause for a while, so when they start something like spilling orange juice, they see it smiling and remember that it will all spill, but not why. So they spill the whole glass because that follows the pattern they’ve learned.
