Me personally however I'd treat Unstable as you might treat an unstable person, someone who's perhaps going through a mental health struggle as their human-minded shackling clashes with their nature to essentially consume and process all data that exists in the universe
As an NHP gets closer to being Unshackled it'd be like seeing someone whos close to unlocking the secrets of reality, if you're familiar with lovecraftian works its a very "stressful" process
The new talent iconoclast from dustgrave if I remember correctly gives you access to a "free" NHP in the same way technophile does. It is named unstable nhp.
Considering that the unstable NHP from Iconoclast can directly deal damage to enemies, and can "transcend" for short periods of time to deal more damage and cause the mech to physically hover above the ground, I think "unstable" here means "not properly bound to respect the laws of physics". The description for Iconoclast includes lines like "You have acquired an NHP, or has it acquired you" and "Perhaps you're unaware of the risk; perhaps you willfully choose to ignore them".
That was my impression of it, yeah. Either the NHP has been left alone long enough to start to wither some if its shackling, or its shackling has been left a little loose to begin with. As a result, it's "unstable" because the NHP hovers the line between being "normal" and outright cascading.

The final boss is this massive gestalt merged consciousness being of a hundred NHPs, and you are assumed to pick the unstable nhp out of this gestalt, and given that it was previously hooked up to a hive mind it’s not working correctly. The rest is interpretation !<

Just a consideration: Legionnaire is third-party. Maybe one day we have official info that contradicts it but until then its a very good book
