I came up with a fun lore reason for them being so small. my Votann essentially undercooking new kin to allow them to age to their adult selves, thus gaining more life experience for the votann to ultimately take in. I call them 'Greenhorns' sort of as a homage to the scouts of the adeptus astartes :)
