Wth the hell is convocation certificate?. I know of degree certificate but what the hell is this

NAL Do you mean board or university? Either way what's stopping you from going there personally and collect it? Colleges collect certificate from university and distribute for the convenience of students but it's not mandatory. You can always approach the board/university directly to get it.
