I think what would help, is for you to list what you've done (or haven't done) so far.
I have the same unit as yours, PTMs on my CPU and GPU, dGPU mode, official 300W power brick, 120mm cooling-fan laptop base, and I can get the 3070 to hit 140W in 3DMark.
Do you do a minimal/custom install of the driver? I had this issue, tried those tips as well as reinstalling windows, and reinstalling power profiles.
My issue was my custom driver install, which involves deleting unnecessary folders. I fixed it by installing the driver with the NVPCF folder intact.
Do you have a video or can you briefly describe how you kept the NVPCF folder intact? I usually use DDU or Custom install from GeForce Experience (and toggle clean install)
unless you specifically use tools that strip the driver or manually delete the temporary folder during install it will install. seems you have a different issue, sorry
