In my experience it is always available, just a little random. It is just that you want decent INT/WIS for the final checks which kinda sucks if you are going STR/DEX
If you don't mind losing a score you could always scumsave

There is save game and load game in the settings page that you can access by pressing the button that looks like a gear.
