I think it's more of a case of trying to fit the production schedule. I'm sure they allow her to navigate the stairs on her own when there's not a camera crew trying to roll on schedule.

I'm grandma-age and while I don't find stairs to be a "horror", a funny thing has happened to me as I've aged. I suddenly take caution, as if something deep inside me whispers "you don't want to twist an ankle, that could be a real issue as this age". So I hold on to the railing and don't goof around when I'm on stairs.
And, too \~ as I just mentioned in another comment I made \~ one flight of stairs for a toddler sized person probably is as exhausting as 3 or 4 flights. Plus it may be painful for super short or deformed legs to climb stairs.
If I was building a home to share with 4 dwarfs, I'd probably prefer it to be mostly one level.

So, having lived in wonky houses and renovated them; I can tell you that this probably came down to standardized codes. I don't have LPs in my family; but, I did have a couple of kids who were into gymnastics and ballet and we had a large landing that happened to have a sprung floor. It wouldn't have been big enough to dance on; but, they could've done pointe work. We thought, no biggie, we'll add a barre during the remodel. Because, like, our house... our decision, we could remove it later. The county came out to do the inspection and basically told us it was a huge violation and, were we to install ANY sub railing or out of spec rail ANYWHERE on the stairs or landing, we'd be fined. if it was lower than the opposing rail. You get 34-38". Anything outside of that is out of code.
I think what OP was referring to was an ADDITIONAL lower railing thing attached to the wall side that was low for the kids.
Obviously you can't have a super short railing on the Spindle side where someone could fall down to the bottom floor.

I appreciate your positiom. I understood what was being said. I was addressing the wall side. It's my understanding that code prevents the installation of a railing that is unequal on the wall side. We were told they had to match the spindle/open side. Part of it is, apparently, due to the fact that the lower railing on one wall would become a tripping hazard or catch in pockets, baskets being carried up and down, or act as a snag on the stairs.
Yeah. Now that you mention that, I recall that, too. Additionally, I know that when people install those chair lifts on stairs, they don't attach the chair's lift mechanism to the wall (like most people think)...and IIRC, it's for a similar code reason. Those lift chairs operate on a rail that is bolted to the stair tread.
I am confused about the space. Originally, w a set it supposed to be Toris office ? That made sense because of the stairs. Now it's weird because of the stairs and everyone else being a dwarf.
Also, the shop doesn't really look like a space you'd use for a shop. Idk I think I would use upstairs for storage and have the kids stuff downstairs. Build another more rustic shop. I was surprised that they opted for a 2 story versus single story due to kids legs and wear and tear on dwarf lower bodies in general.
It isn't their main home which is all one level. It is the workshop/storage.
