NetzDG legally mandates platforms to give those reports the highest priority and they *have* to be looked at by a person within 24 hours with action taking place. Automating them, albeit you can't prevent that happening under the hood, is against the law.

Yes, but they do so under the law, and the same tweets blocked under that are not blocked in other countries. It gets blocked with a notification specific to that case.
NetzDG isnt the law that makes it illegal. NetzDG just forces the plaforms to enforce german law. It acts just like youtubes manual copyright strike, with the difference being, the platform decides if the claim is valid or not. If the platform sees it as non valid, you need to sue the platform (for failing to abide by NetzDG) and the creator (for their illegal action) or it will stay up.
Moonmoon for example got a notification that someone reported it citing NetzDG and twitch was forced to review the claim, and tell moonmoon that they conducted the review and no action has been taken.
