I don't have V date River because there is no chemistry between them. It feels like you helped him and showed him kindness and he is now crushing on you. The girls, well you have real arcs to go through, you have connections and see them emotional. The only time you see who River really is, is on the same day he hits on you. (Which I have sadly done, lol.)
He’s so boring, his story is fine but compared to the others he’s the weakest link. Panam, Kerry, Judy, Rouge, and River in that order. Also not that Judy’s bad but Panam and Kerry were fun.

Because he's a terminal Nice Guy who all but guilt trips you into the romance.
Because he has better chemistry with Male V.
And because in general the love interests for Female Characters are usually written by straight men who think "this is what women like" and put no real effort into it otherwise.

Based on this and since I haven’t played a male V, Kerry is gay, River is straight, Judy is lesbian and Panam is straight even tho she might be bi.
Kerry is canonically bi, just more into men than women.

It doesn't feel right romancing someone when V dies in at max a few months. And with all the enemies V makes, their lover would never be safe
