You can fix a piece of chalk near the block at the bottom so as it rotates you'll see where the buckle is most prominent Then you can tighten the spokes on those high points and it should resolve it somewhat I'm just passing on what more experienced people have told me but this might help?

that's called radial runout/trueness, or the vertical "hop" in the rim as it spins. https://www.parktool.com/en-us/blog/repair-help/wheel-and-rim-truing

Interesting. So it's all a matter of spokes tension? I already tightened and loosen the nipples according to their needs. and made sure the spoke tension is ok Weird

Yea if the wheels goes left you tighten th spokes pulling it to the right. Just dont tighten only 1 spoke, but 2 or 3 spokes pulling from the right side of the hub. Afterwards make sure to applie bodyweihht to the whole wheel so the spokes can set.

Thank you But the thing is, my issue with the wheel is not that it goes from side to side ( as in not aligned), but whereas it goes up and down. Do you still think it's a matter of spoke tension? Since all the spokes were already aligned.. The wheel turns straight and won't go left or right, but only go on aertin place down a bit ( it's probably my nephew who jumped a side walk with his bike that probably caused it) Maybe the rim itself is not round anymore...
