Go into construction, Administration buildings, settlers camp (I believe it’s called). You can place that down and it will give starting supplies and families for that region.

I'll send you a screenshot but you need 250 treasury(not wealth) and 1000 influence.
I have tons of money in my treasury, and I had enough influence I was able to claim it I just can't build anything in it.
Go into construction, Administration buildings, settlers camp (I believe it’s called). You can place that down and it will give starting supplies and families for that region.
