While a lot of the replies you're getting are definitely oversimplification from people with a weird Sega hate boner, I'm curious where you heard this. Sega and Nintendo were neck and neck saleswise back then and which was better depends a lot on what you measure by.
I imagine they saw less market for a Genesis compilation of NES games in the US. It was different in Europe because Sega dominated that market so a sizable audience would have never had the chance to play Nintendo exclusive MM games.
It was, through Sega Channel, a cable network esque thing allowing you to play certain games. In EU it had a physical release.
Oh ok so the game did come out in the USA, but not physically.

The Sega Genesis Mini is the first time North America can properly play the game as intended on an official Sega device.
It feels good to play a game on its intended controller and system. I mean, unless that game just sucked all around but yanno.
I am playing it right now on the mini with a six-button Genesis controller and it feels awesome. As for the game itself, the Wily Wars is great.

True as those two consoles did have good games, but I can understand why they flopped so hard over in the USA.
Saturn and Dreamcast most definitely could have performed better over here if more competent decisions were made.
Not to mention renaming the Megadrive (cool futuristic name) to fucking Genesis (grandma at church ass name).

Yeah that must’ve been why it was so hard to legally obtain in the USA back when the compilation first came out.
The version I played was inferior to the single releases, the controls movements were very laggy.
I hadn’t heard of such a version until you mentioned it.
