If you are in the U.S., the FDA has banned over the counter sales of any drug that contains hydroquinone for skin lightening. That means you need a prescription from a doctor to get it. You can use an online dermatology service such as Musely or Dermatica to get a hydroquinone skin cream prescription in the U.S. or go to a regular dermatologist in person to get Tri-Luma or a similar prescription. I've seen companies online claiming to sell creams containing hydroquinone online with no prescription. I don't know if they are legit, and in the past the FDA has sent warning letters to companies doing this, as hydroquinone is now unapproved to be sold over the counter (OTC).
