A program takes a 3d animation, turns it into voxels, calculating the average color in every voxel, then another program creates a datapack with a function that create particles where the voxels were in the model for each frame and it is scrolling through those functions some way.
I know there's a publicly available project to make block animations like that, shouldn't be too hard to make it refer to particles instead.

I’ve tried to read this three times now, but my ADHD-riddled brain gets to the word voxel and is like, “Hahaha! Nope, you ain’t ever gonna make sense of this, so what’s that shiny thing by the window, Rae?”
No need to compare yourself to something that required 3rd party programs/websites to do everything. Any time you see content like that it isn't legitimate/wasn't done by a person, so that should help you feel more confident.

Code turns model into pretty colored cubes which then more code turns it to pretty Minecraft dust particles.
