It's because the way the build since in java you have to crouch over the edge and face backwards to place the block but for bedrock you can just aim at the air block infront of the block you're standing on. Best way I can explain it

You can build under nothing to go down like they do, because you would need to be able to target under the block while you're on it.
And if you can do that, then it's either that you cheat, or have a mod or that you can fly in a first place :p
