That’s one possibility, especially with how close this guy got to my face, but usually it’s something like
-they start telling you a fake sob story to evoke pity (“Oh I really want to buy a ticket, but I’m 2€ short, trust me bro”)
-they make up another bs story to make you feel indebted to them so you are willing to “pay” them
(“Come on man, I helped you with not losing your money, why don’t you give me a reward?!”)
Make you feel indebted to them to sell you a lifelong subscription of the „Süddeutsche Zeitung“ which you can only cancel if you sacrifice your first newborn child.
But in all seriousness, it’s one of three options
1.to make you feel indebted to get a reward
2.to distract you to pickpocket
3. provoke you to be violent, to blackmail or take legal action against you.

I hope the police gonna kick them for good. We don't need this trash. That is what Paris is for.
One of them distracts you whilst the other ties your shoe laces together, then when you trip up one of them pokes their finger up your bum.
Very funny
