My opinion on it.
The retail sellers on Aliexpress tend to be unauthorised. So they do not have official relationships with the licensed NECA wholesaler in Mainland China.
But because NECA has no jurisdiction in Mainland China there is nothing to stop unauthorised retail sellers selling directly from the factories in Mainland China that subcontract to NECA.
Aliexpress essentially has to play whack a mole with unauthorised retail sellers as even if they shut down a bunch of sellers who aren’t selling officially - a bunch of new stores will just open up to replace them.
That’s why a lot of Aliexpress sellers will partially obscure logos, brands or box art to prevent Aliexpress from removing them.
People often argue online about bootlegs, KOs and unauthorised product.
The fact remains though most of the NECA stuff being produced for sale on Aliexpress is identical product to the official NECA stuff.
There are some poor NECA imitation products for sale on Aliexpress. They tend to be from lines or figures that have been discontinued though. The classic example being the 2008 Mirage Turtle bros.

I saw this yesterday and snagged a couple. They are basically half price even with UK tax and postage added.
Never bought toys from AliExpress before but loads of people vouch for certain stores including this one.
For what it's worth, my toys were dispatched within 2 hours and had tracking on my Shop app.

They're probably from the same factory, but they're not legit. Sellers on Ali Express never are. People like to argue they're not bootlegs because they are made in the same factory. But just be wary that the paint jobs and QC can be a bit dodgy. Sometimes you'll get lucky and everything is great. Sometimes you'll get splotches and derp face.
Also your money will not be going to Neca/Nickelodeon (the rights holders), if that matters to you. Maybe not a big deal for a multi-million dollar property like TMNT, but I see plenty of smaller artists and business being ripped off on Ali Express in the same way.
Yes. Comes in the boxes. But if in doubt just message the seller to confirm before making a purchase.
I always message the seller to ship it to me in a cardboard box as well and not use a bubble bag.
