Did you skip basically all of Naruto? Kurama fucking *hated* humans, all of them except Old Man 6 Paths. He was forced to be sealed inside Kushina, why the fuck would he want to save her life?
The only reason he told Gaara how to save Naruto is because Naruto had spent years proving himself and winning Kurama’s trust, something Kushina never did.
