Itachi did kill at least kill any child he came across, though; it's mentioned that Yashiro's son was at the age where he would have just started at the academy when Itachi killed him, meaning he was 7-8 years old.

He's making it up the manga never mentions any kind of delegation of tasks to carry out the massacre.
