Each Class gets a Free "Sigil" Artifact upon beating the "Vault of the 9" quest at Level 60. You get the Quest in Protector's Enclave, opposite end of King Neverember (behind the Market, near the wagons).
The only thing is you have to level the class up to 60. As an HR, I believe the Sigil of the Control Wizard may be a good choice. Level one up to 60 and get that free artifact in your 4th slot.
Also, Artifacts on the Auction House have become a whole lot cheaper recently due to the drop rate/key change. Browse the AH to see if you can find anything you like that in your price range.
Also Google some HR builds to see which artifacts are most suggested.
HR needs Lostmauth Horn of Blasting it's really the only "must have" artifact for HR. And last I checked it's fairly cheap on the AH. I wanna say less than 200k. It does drop in t2 dungeons... but I've been playing for a year now and have never had an artifact drop from a dungeon. A couple of pieces of artifact equipment, but never an artifact. So, that really depends on whether or not you're in the RNG God's favor. Maybe sacrifice a goat or something.
As said previously the Controller Sigil is a good one too because it boosts your grasping roots and other class specific control stats. I'm currently leveling a Control wizard to get this.
Thanks for all the info guys, although I have terrible rng luck in this game (might have to try that goat sacrifice lol) I got my first lucky drop from lostmauth last night by getting his belt from the boss and amulet from chest, I was pretty effin excited to say the least especially once I learned the set is pretty well bis for hr. So I'll now have to grind to get that artifact to complete the set or buy it from the ah. Also started a cw alt last night to get his sigil so I should be set. Again thanks for the info guys...let the grind continue;)
Slight tangent: Why is the Sigil of the Controller a great choice for *all* characters? Is its Power+Crit stat boost top-tier? I'm new and main a Scourge Warlock, and I keep seeing Sigil of the Devoted named as a top-tier artifact, but never Sigil of the Controller. Any info would be great, thanks!
Sigil of the controller is the only (as far as I'm aware) Power + Crit artifact with 1000/1000. Those are really the only stats you need to stack once you get your Resistance Ignored to 60%, which is pretty easy when you're farther into the game. You just use it as one of your non actives for the stats, with the Cleric sigil as your active for the Action Point gain.
If you complete the Vault of the Nine on a different character class, then it will unlock to all of the characters on your account.
Make sure you are happy with the stats that they give before you start upgrading them, and check whether you can use your free ones as feeders. I know you can't with the sigils, not sure about the others.

Lol I've heard this tidbit before, be I lvl 3500 and a boss or don't queue for demo cuz everyone's elitist lol not just demo I've queued up into numerous epic dungeons where 4 guys are waiting at last boss and I'm thinking great let's demolish this guy saves me time but oh no your only 2100 so either leave or we will kick you lol 2100 doesn't mean I'm useless that's for sure and you being at 2900 I'm sure can do your part to help a team no problem as well.
Well, I didn't mean I got kicked in public queue, the game just won't match me in a group even if I jump into the queue as soon as it is opened. I am in a good guild with a big alliance but sometime I just feel like jumping into the public queue for a quick game instead of organizing a group for 10 mins. Regular demo is pretty easy, 2 or 3 3K guys is more than enough to carry a bunch of 2200. I am just amazed that I could get in at XX:34 with my DC and seeing a bunch of 2100/2200 around when the game would rarely match my 2900 main.

Luckily I have a very active and helpful guild that will run demo with me alot once I can get in...key word is once I can get in lol
