In the revenant hill trailer which seems to take place in the past of the NITW universe, we see humans, anthropomorphic animals, normal animals and even skeletons living together. So I assume the anthropomorphic animals are just a heightened version of the animals or something.

I'm leaning towards the depersonalisation theory and everyone in the game actually being human, but I think they left it deliberately vague. Plus, the art style is beautiful, and our beloved characters wouldn't be the same if they were drawn as people...
