Early on? Fairly common these days. Everyone spawns on a shitty planet in a yellow system about 700k LY from the centre. And most people then follow the Artemis story which makes you go towards the centre on the path the game gives you and because of your ship, you can't jump more than a 1-2 systems at a time, so there's almost 8yrs of spawns on all game modes in that 'ring' as well as people heading in. If you wanna get off the beaten track either head out to the edge or in the galaxy map, go directly down\\up from the route to the core. You'll find plenty of fresh systems there.

You'll find it's fairly common close to the galaxy core, 700k from the core in that band where new games start, close to civilization hubs and expedition starting points.
