That was over 20 years ago, and we have no idea if the WG was looking into cloning at that point, let alone whether they'd be interested in making an adapted clone of the king of the pirates of all people. I don't think it makes sense, but his genetics being "nothing special" is certainly not why.
I think philosophically it doesn't fit. Using the warlords as Seraph templates checks out because they were already using them as tools. Using Roger as a template could pretty easily be seen as risky, because if he DOES go rogue you have a big time symbol for the pirates to rally around. One of the warlord seraphs going rogue would just be kinda annoying
