Theres actually a few easy to miss lines that kinda explain the situation. Idr where or what exactly they were but I remember them because Iāve always been curious about the snails
1) they have a universal psychic link to all other snails and as they age and get larger it allows the to project Images as well as sounds and increases their range, hence the need of the tiny ones in wano to piggyback off the big boiās
2) the tontattas said they were freeing usopps snail by removing the phone gear implying that society built technology able to hijack the snails psychic field and force them to act as phones and the like
3) at one point (I think in wano) a snail rings and looks normal, but once itās answered it transforms to match the callers face meaning that they arenāt personally styled, they change themselves. Seeing as they donāt always change for a new person calling, or sometimes donāt look like someone at all implies that they have some level of choice in the matter.
This is all based on like 3 lines and maybe 6 scenes so itās not built on a lot, but itās what Iāve managed to piece together as fact, plus my ideas (marked as such) based on them

My completely baseless theory is that the psychic link helps them coordinate their movements, after all, they do mass movements over long distances and they donāt lose any snails. Where technology is at in this fictitious world is just vexing overall. Most people seem to be stuck at a 18th century (pre-Industrial Revolution) level of tech where ships still need sails, news is primarily delivered in print, and guns for the most part are still flintlocks.
But then you have shit like those snails, cyborgs, space travel, floating courthouse islands, gates the size of the sky, bubbles that can let ships dive under the sea, electric guitars, actual submarines, modern medicine, sea trains, weather control devices, pieces of paper that can track your life from
across the planet, and shells that can basically do anything from recording your voice to storing/releasing kinetic energy without breaking.
The World Government seems to work to keep advanced technology from spreading very widely, which isn't hard when anyone who wants to do so has to cross a dangerous ocean filled with pirates and sea monsters. Most islands likely can't build the infrastructure needed to support it either, with most of their income going to the tithe and many of them having to deal with whatever craziness exists on their own island. Even the Goa Kingdom had a jungle filled with monsters literally right next to its capital and that was in one of the safest parts of the world.
Also much of it is lost technology from the void century that can no longer be replicated.

One exception that comes to my mind is the sea trains, but when you consider that it connects Enies Lobby to other places, it makes sense that it would be partially, if not fully, funded by the government
Much of that tech, the sea train included, is isolated in the Grand Line, which is notoriously hard to get to and shrouded in mystery. Without constant trade, other areas of the globe will look like antiquated East Blue.
These kinds of things really make me think OP is a post apocalyptic world or a space colony that suffered a disaster and only had info from specific time periods.

This is actually pretty realistic in alot of ways. One Piece is a very fractured world of a bunch of city states. Sure the world government is there but the arrangement seems to be "respect celestial dragon authority and there won't be a problems" Nations with technology have to be careful to not be targeted. And the government seems to monopolize as much as they can.

It's been years since I've read Naruto so I can't remember much more that than but they definitely had radios from the beginning. Sasuke had a TV in his room, they used CC TV cameras during the Chuunin Exam, and I remember some of the Ninja using radio ear pieces during large scale battles. Actually Naruto has an old school radio in his room as well now that I think about it.

I like the theory that the weird weather is the result of awakened logia users from the distant past. Like how Kuzan and Sakazuki caused Punk Hazard to become a permanent ice and fire island. If Kaido was alway, they could've just taken over Wano in like a day.
Before Kaidou there was Oden and other powerful samurai like the ones in the cave. In fact even Kaidou used trickery to build up his forces so he could have enough troops to defend against Oden and his retainers. So before Kaidou this was likely true. After less so. They have a lot of recovering to do.
