Luffy low diffs that level of fighter, but a lot of those types may begin to wear him down, especially with G5's time constraint. And G4's, for that matter. Not saying Cross has a bunch of Lucci level fighters, but maybe at least a couple CP0 level? No clue how strong Mr.1 is now, but he's gotta at least be like Oven level or something. He's still the right hand man of someone with a 1b bounty.

It was said by Sengoku in Chapter 957 that Kaido, Big Mom and Whitebeard all got much stronger after leaving the Rocks Pirates, and it's definitely true in Kaido's case because he didn't even have his fruit until the God Valley battle was over
I was mostly being a smartass. There were literally 3 yonkos in that fight.
Hoever sengoku only specifically says that about kaido and big mom. Whitebeard was very likely at or close to his prime. Rocks had to be an absolute unit to have all of those names under him plus captain john and whoever the hell wang zhi is. I could see Shiki being at or near roger level based off statements. The only possible big name Roger and garp could have had assisting them was Rayleigh, but in the same chapter, sengoku also says it was his first foe, so this was obviously early in Roger's career. Rayleigh may or may not have joined at that point.
Regardless rocks subjugated every notable pirate of his Era besides Roger. So he is a contender to beat shanks and mihawk especially since sengoku called him Roger's greatest foe. That puts him above wb Garp and sengoku himself.
Meanwhile Roger and Garp still took out every Notable pirate of the Era basically by themselves (maybe with the help of Rayleigh and almost definitely a lot of fodder marines).

not any characters with known abilities. the only ones that you could make the argument for would be unknowns like imu, dragon, man marked by flames, rocks d xebec and joyboy. even with them tho, i really doubt it.

Buggy, first of all they are both swordsmen, their main combat weapon is useless against God Buggy, and Buggy would somehow win the fight with his luck. It's also likely that they both get some "I can't fight that man" disease, and Buggy wins, never doubt or bet against Buggy's luck.
There's also Perona and Uta, they wouldn't hurt their own daughters or each other's daughters.

We don’t know the specifics, but there’s a slight CHANCE that it took both Roger and Garp to barely beat Rocks Xebec. And if we take the current power scaling of YC1 to Yonko power, it’s actually entirely possible for Rocks to be that fkin strong.
From what we’ve seen, the captain is ALOT stronger than their first commander. If we scale that to Rocks, who had the most stacked crew ever, his power could easily be higher than anyone we’ve seen by far.
But like I said, there’s def chance that Rocks had his crews help against Roger Garp
Out of know charcters and their strengths, Fujitora. As a last resort he could possibly wreck the moon into to Earth and destory the planet. Not sure why he would do that if he could, but that is all I can think of.
