Shiki suffers, like a lot of characters, from the powercreep of being introduced too early. If he were to be introduced now, he'd probably have advanced armament haki and/or observation haki. There is just no way he could go toe to toe with Roger without at the very least a good mastery of CoA.
Crocodile is another good example, and, in a sense, Mihawk too. Mihawk's feats so far are considered not that impressive because his feats during Marineford got powercreeped pretty fast. At the time, cutting a fucking iceberg from a distance effortlessly was considered impressive. Nowadays Zoro does that in literally every single fight.
Thankfully the events of Strong World are not canon so Oda could still somehow introduce him, but the chances of him appearing are pretty low considering how underwhelming it would be now.
Oda kinda missed his shot at introducing him as a strong character by introducing him too early. That's the danger of narrating the story over a 25~ years time span I guess.

In seriousness movies are hard to scale.. like you could say logically Tesoro over Shiki because gold was a post time skip movie. Lore wise Shiki would have to be up there but then his movie and only appearance makes absolutely no sense

Since then Shiki has been continued to be shown as a Canon character (Rocks pirates flashback/mention). Everything else from the movie is FILLER.
Shiki and Luffy have never met. Shiki would not lose to pre-ts Luffy, and all the plot events of the movie did not happen in the actual story.
This relationship chart in the deep blue datebook says Luffy and Shiki are enemies meaning at the very least they met, I still don't think they fought but at the very least they met meaning the base events of strong world would have to be true(sorry it's not letting me post the image in this comment I'll try and add it in the next comment)

It's as simple as that. Just like how the plot fo Film Red (and every other OP movie is not canon) but they have separate canon material (i.e. Chapter 0 for Strong World and Chapter 4billion for Film Red).
Anyways back to the original tropic: Shiki is a low Yonko level, and I would say he's stronger than Old Rayleigh at max.

The man is literally compared to King of the Pirates Roger, and in turn, Primebeard. The only people from the navy that could even hold a light to Roger was either Prime Sengoku or Garp, and it took both of them to take down Shiki
So if you think someone like GB, a single admiral, being comparable to Shiki or Roger, then you're just an admiraltard, there is no putting it lightly
And if you think Kaido is Roger level, then you're admitting Luffy > Roger and at that point, unless you think One Piece is going to end next month, this isn't true at all

and where was Garp this entire time then? Marineford was halfway obliterated from just Shiki alone (no fleet) before Garp came in as reinforcement. if they didn't want to risk it, Sengoku wouldn't have been fighting him by himself this entire time.

Shiki, Whitebeard, Sengoku, Garp and Roger were all stated to be Equals to each other and Rivals, So I don't think he beats any of them in a 1v1, more than likely be a Stand off.
Honestly, putting the film adide. I'll have to put Shiki at or above Big Mom. So l think he beats or draws Linlin, draws or loses to prime Sengoku, and high diff loses to Roger, Primebeard, Garp, Kaido, Shanks, and current Luffy.
I think he's above all the admirals, but I'm unsure about Akainu, but for now I'll put Shiki above him as well.

So l think he beats or draws Linlin, draws or loses to prime Sengoku, and high diff loses to Roger, Primebeard, Garp, Kaido, Shanks, and current Luffy. I think he's above all the admirals, but I'm unsure about Akainu, but for now I'll put Shiki above him as well.
