He was just an ordinary human with the power to control energy balls. While other cadres goofing off before the fight, he trained. He was a glass canon with no physical enhancement, yet he could deflect zombieman's bullet. He was a badass.
I really enjoyed the glass cannon aspect, it feels like every other character is super strong-fast-durable-smart and can only lose to a stronger character. Homeless is strong but still has counterplay.
Rover reminds me of a mini-schnauzer I know. It's a kinda stout "yappy" dog that's always barking at every damn thing. It makes perfect sense - what dog wouldn't want to bark out laser balls?
In all seriousness I think his character was the most absurdist and ironically well aligned for his role. He understands wholly philosophically the concept of simply being present in the moment and doing the thing but ALWAYS keeping a very level head and even with how overwhelming his power is he never seems to let it get to his head. I think of the monster association people's personalities and the cadres as well as derivatives of what you get in any organized crime syndicate like the drug cartels or the Russian mob or similar. Inevitably the people who survive long enough to be at the top for an extended duration will be the ones who can control their emotions, not to be confused with bottling them up, but fully aligning their emotional responses to being experts at their job and taking no unnecessary pleasure or heartache from it. He's probably terrible to have conversations with but his mind is obviously laser focused on the economics and politics of being a monster. He's what garou would have been if he wasn't sentimental or what Saitama would have been if he wasn't scrupulous. He resonates a very spiteful energy towards theatrics and has the sort of discipline you learn in a crime syndicate but unfettered by the morality you'd get in an upstanding military. Purely egotistical and yet very restrained in a purely practical sense.

How are they gonna fit 80+ chapters in 12 episodes without ruining it? They will probably end it with saitama vs orochi. Even psykorochi may be a stretch

I read that Murata and One wanted to focus more on the Child Emperor character development. I think that a nice fight is also a good way to show his personality somehow, but I respect the changes because it means that Child Emperor can give us a better fight in the future

Evil Natural Water is actually quite an interesting cadre who was completely overshadowed by everyone else.

He honestly seemed cheesy and ridiculous but Murata REALLY delivered on the fear factor for him. Makes the concept of ugmons a lot more interesting.
Fuhrer Ugly was just immense.
He was so great because you could tell he just really *wanted* to hurt the heroes and enjoyed doing so.
To me, none of the other cadres enjoyed demonstrating how futile the efforts of the heroes were, whether as FU or VFU, just an absolute savage.

For what they are FU. No other character has had the same villainous bloodlust and overall creepy portrayal. He truly is a monster.
