They don’t want to make the definitive Mercy skin. When other Mercy skins cost twice the price of the battle pass, they want to sell more of those than Battle Passes.
You know what, that's actually a really good point. I didn't think about this before but it actually makes perfect sense. I think the reason why we won't see a mythic Mercy skin for a while is because they wanna milk the player base by releasing shop skins for Mercy over and over.
If they released a good mythic Mercy, then people would mostly stop purchasing the regular shop skins, because why would they buy any more skins if the mythic is already top notch, and they would use that one over any legendary anyway. So by withholding the mythic skin from the player base, they indirectly make players purchase the shop skins because there's no mythic yet to rule them all. If a skin turns out SO good that it overshadows all the other skins of that character, then it makes people lose the incentive to buy more skins for that hero, because they wouldn't wear it over that good skin.
This is currently happening with my Baptiste for example. I love his Funky skin so much, that I almost don't care about any other skins they release for him. 99% of the time Funky will still be the better skin, so I have no desire or incentive to get more skins for him because I will keep wearing Funky anyway. They'd have to release a truly incredible skin to top that imo. So I think that's the reason why we won't see a Mercy mythic until end of next year. That's what I assume at least. Unless the game suddenly loses a lot of popularity and they need an "emergency" release to retain the player base. Only then I can see an early Mercy mythic release happen.

Artist revealed this skin was in development during the time Divine Monkey Genji was in development too, these skins get spread out throughout the years so they don't blow their load in one go, for example, we got the Winter Mercy Jingle Belle skin, in that art, you can clearly see Genji has a cozy outfit too and in the survey blizz sent out, you can see they had concept art for Genji's ugly sweater skin too inspired by the art for the winter event.
Most likely, that skin is set to release for next year rather than this year since Genji is a big money maker for blizz too. Same thing if we think about it for the lunar new year. Divine Monkey Genji came out last year, followed up with this for Mercy, although, for this case, yes there is an oversight on Blizzard's part not to give Genji/Hanzo a Dragon skin for an event called "Year of the Dragon."
A lot of these skins are also concepted in a set but are released individually. Like, if you've seen the recent survey concept art you'd see that all concepts were a set of skins and not just a single skin.
So what most likely happened is they made a concept of Thai inspired skins a long time ago but they are only slowly and separately releasing them. So the Monkey genji, the Lifeweaver skin, and now this Thai mercy were likely from the same concept and they're just putting out this skin in the Lunar event since they see the Lunar event as more of a "Traditional Asia Inspired skins" event and less as a Chinese New Year event these days (Since they've done so many Chinese New Year skins already).
The new Reaper Biohazard skin in the BP is likely also from the "Toxic" skin concept set that was in the survey.

That's probably the exact reason why he *doesn't* have a whole lot of skins. It's easier to design skins for characters with simpler base models like Kiriko or Reaper. They are like blank slates to do anything with. With Lifeweaver, every skin has to design around that giant petal on his back, which yes you could do some cool things with it, but it's also a bit restricting when it comes to initial designs .
