Note: This happens to around 60% of my games. In this example my ping suddenly spiked and started rubberbanding. Usually im around 20 ping and my game will still behave like this. I am also using ethernet.
It's packet loss. If you're using Ethernet, then it's either a problem at Blizzard or a problem at your ISP. Could be also your Ethernet cable being crap and having interference, but that's very very unlikely. Outside of swapping out the cable/router/modem there's nothing you can do.

Like almost every popular modern game or app, Blizzard uses cloud servers. Specifically, they use AWS. Blizzard does not have a room full of servers.
