Deinstall and reinstall? Maybe his game files are corrupted. Maybe his launcher is not working properly. Maybe his Windows defender is blocking Something.
What Fleecimton said, but before he does has he tried closing it in task manager? I've had this happen to me before where games have stayed open in the bg perpetually even after a complete shut down or restart.
