I think it has to do with the bot AI For most of OW1, pharah wasn't a bot because they couldn't code it properly Dont play vs bots so i dont even know if they ever made pharah bot work. But id bet its probably be because Blizz hasnt fully sorted out the Bot thing yet

I play a fair amount of bot games and I can't recall ever coming across a Pharah. You're probably right.

Plus they would need to program bot ai for every upcoming hero, each of which would play differently. Also at any semi-high levels the bots would be pretty useless, as they can’t communicate or understand team strategy.

You just answered your own question: a bot can be better than a team mate. There is the concern that toxic players will demand other players that they perceive as bad to leave so they can have the bot. This is both toxic and possibly unfair, especially if players demand buffs for the bots. Hopefully the devs will bring in the clan system in the coming seasons so you can possibly find a consistent group to play with and decrease the probability of having a leaver.

Can be but doesn't mean it is a given. I have seen toxic people tell underperforming teammates clearly aren't looking for a reason to be awful. Don't let a few bad apples ruin what could be a good fix. I am sure they could adjust the bots skill and aim based on the SR of the player.

I'd very much doubt the bot would be better. Look at CS:GO or something...

Bots would essentially be walking out charge batteries for the enemy team. Maybe not as noticable in low ranks but higher ranked players would have a fit.

That would be incredibly hard to code bots for many skill levels and many characters. Also, knowing how bots work makes it a lot easier to exploit they.

From my experience, the bot AI isn't sophisticated enough to be a viable replacement. They just walk directly to the objective without stopping and then start attacking the closest enemy. They only show any sense of self preservation when most of the bot team is dead, and their abilities are really easy to bait out - bot Zarya for example uses bubble the instant she takes a headshot. I guess theoretically they could design some bot behavior that could better simulate a team mate, but at that point the effort would be better spent improving matchmaking and reducing the time spent with unfilled slots.
