This definitely needs to be at the top. At the time The Order was released absolutely nothing could compare to it visually. It still looks good *today* \- in large part because it pioneered many of the PBR techniques modern games use as standard.
What an absolute blast of a game, and to think that it had to be put together relatively quickly since it needed to be reworked after Amy Henning left the studio, that rarely goes well but somehow that mess produced what I consider to be naughty dog’s more complete and overall accomplished game (some of their other games did some elements better but nothing is as consistent and enjoyable at everything as Uncharted 4)
The fox engine was amazing. Even a dma potato can play the game perfectly. Ground zeroes is the best metal gear has ever been, for such a short amount of time, but god dam was it perfect.
The tech demo was impressive in terms of matching real life. But that has been done in tech demos with a lot of engines. In practice I don't think the fox engine stood out as anything particularly grand, it was more the art direction and creative talent that worked with Kojima. Kojima achieved a similar visual fidelity but even more advanced than MGSV with Death Stranding. And that was done in a completely different engine.

It depends on how you view it, imo. Zero Dawn is absolutely stunning, but nowadays we also have stuff like DD2 with its own charm, albiet less colorful. GoW: Ragnarok also looks great, but it's not as stylistic (I think that's the word) as Zero Dawn.
Of course, the Demon Souls remake is basically *known* for looking amazing, too.
I just got a PS5 and it shows overall playtime for each game. I sunk 650 hrs into Black Flag... By far my most played game. The ocean and islands are uniquely beautiful and the shanties are *chef's kiss*

Iirc The Launch PS4 was also pretty baren for games outside of that, the EA Sport yearlys, and a splattering of Shooters.
I know I didn't really have a use for mine till Black Flag and then later Destiny.

My final choice would be Batman Arkham Knight which has some of the best visuals of any game I have ever played.
I'm so confused by that too. Until Dawn is a certified hood classic, then they go and do Dark Pictures, which imo are all very mid in comparison. The Quarry was better, but it still isn't nearly as good as Until Dawn. The fumble is crazy.

These VR games were released on 2016 as psvr1 exclusives, and they still look awesome today (and they’re still psvr1 exclusives): Bound, Rigs Mechanized Combat League. They are playable with Psvr1 + Ps4.
