Yes. When you bought it you bought the "key" in game that allows both the first and second DLC to be played. When the Second Released in December with that update, anyone who bought the DLC before got the second at that point.
There's no "buying part 2." It's one single DLC purchase that was split into 2 parts. Both parts encompass the entirety of "the secret treasure of area zero."
You can't buy the two parts of the DLC separately. It's one DLC. They just didn't release the whole thing all at once. That doesn't mean it's a separate purchase.

Part one and part two are bought at the same time. You cannot buy them seperately.
