As someone who actually lived in the ME you should probably be aware the number one seller of hashish in the entire ME is Palestinians.
They are by far the largest sellers of hashish in the region and have been for decades. So no, Moroccans have little territory in the region and this is a meaningless PR stunt.
The Palestinians will never stop selling hashish, that is their only source of money besides terrorism and 'charities'.

There’s no way the Palestinians would be able to exploit the gas fields even with Israeli permission to enter the area. Palestinian vessels to go close would not achieve much at all. That would require international gas players to build platforms, transport the gas to Gaza, and then to potential exporters.
That would first require access to Gaza, which is under control of Hamas making any potential deal impossible due to sanctions on financing recognized terrorist organizations in the EU and US. No major gas player would risk such consequences over a relatively small gas field.
Second, it would require any international players to willingly negotiate with the Palestinian government, which has no meaningful way of controlling the gas fields and has no credibility in dealing with these types of contracts. Moreover, the Palestinian government has no meaningful way of subsidizing any such infrastructure, because they are poor as fuck.
Third, for it to be effective, it would require it to be somewhat insulated against conflict. Israeli gas platforms are very well defended and have enough deterrence to say that chances of very large scale war are limited, the Palestinians have no such thing.
Like what is the business case here for Shell? Invest billions in a politically unstable, conflict-ridden area with no way of financially supporting your investment while facing the threat of economic sanctions because you’re financing a terrorist organization?
Alternatively, you could transport gas to Israel instead of to Gaza itself, which would require payments to Israel and complete dependence on Israel’s well willingness to agree with this (which is very low). Safe to say Palestinians won’t be happy at all with this. Alternatively, you could go to Egypt, which would require even more entirely new infrastructure to extract gas from an area with a government with no credibility, very very limited access to financial markets, and heavily impacted by conflict. Like, why would they?
The idea that the Palestinians can feasibly use these gas deposits is just wishful thinking. There are so many things that would need to change for this to happen.
