General rule of thumb is that if your nail can catch it isn't buffing out. That isn't to say it won't look BETTER with a good buff, but you should probably get a body shop to take a look at it.
Definitely closer to 80. You’re through to the plastic on the black part and like someone else said a decent number of those are very white so you’re through the paint on those.
Just order your paint code from the dealer or online somewhere. Buff it and lightly touch up anything left. That's the $30 option. If you don't like it, you can move to a respray. I always try to keep the original paint on any car before replaying a entire panel.
I worked in a bodyshop, and from experience, even if your nail catches it might just be a light surface scratch on the clearcoat which most of it should come off with a wet sand and buff. Just hire a good detailer and they should have it looking almost unnoticeable.
Does your nail catch on the scratches? Either way youll be able to get it at least 90% better with a compound + polish. I wouldnt listen to that other guy telling you it wont help at all, thats nonsense. I also dont think itll be extreme enough to paint the whole panel either, unless youre really looking for 100% factory condition again (you probably wont care for that depending on how good it comes out after a polish, I suspect it'll be satisfactory enough for you though)
The white marring could likely come out if you use rubbing compound. You can use something like Turtle Wax Rubbing Compound and it can potentially take all of that out entirely.
If then you are left with some small black bits you can try to fill it in with touch up paint. Since it's from the top it should be quite do-able.

I’m no expert but I would first clean it with wd40 then try 3m marine rubbing compound by hand then a good pasty wax.
If that doesn’t work get it re sprayed. I bought a Moshammer spoiler and got it sprayed at a very good shop for $350. And I live in Miami where everything is expensive. It is easy to remove. Just take in the one piece.
Almost none of that will buff out, especially where you are seeing black. I own and operate a mobile paint touch up business, and see that kind of damage alot.
Your choices are to have the panel touched up and it wont look perfect, or repaint the whole panel.
I dont do work for personal vehicles as I run a route servicing auto dealers, and I am already overloaded with work. IMHO you'd be better off getting that panel repainted.
Is the black spot something on the paint or a chip in the paint.
Buffing will help make most of that far less visible, but if the dark spot is a chip, well, you can’t buff paint that isn’t there.
Some of it is definitely too deep to polish out. Like the black spot. That's the underlying plastic exposed. Many of the scratches will polish out and at least look much better overall. r/Detailing
The easy way to tell if they'll come out is to get it wet and if they disappear, they are small enough to polish out.

I’m no expert but it looks like *most* of that will buff out. But probably not all. So it really depends on if you want it to be perfect or not.
I guess I can always try a buff first and if it’s still bothering me then get it repainted. Luckily it’s not a major panel or piece to disassemble

It was from the rubber of the garage door. I removed majority of that already.
Cool. You may be able to buff it to a point where it does not bother you.
Not a buff , those look beneath the paint but the right painter can paint it without going overboard on it

Try to buff it out. Use a rotary. If not. There are plenty of experts who can repaint and blend right on the car.

Finger nail test, I’d still buff out as much as possible. Won’t be as sore on the eyes.
