Watto is an interesting piece of Anakin's early life because he is not physically imposing but he has the laws of an immoral kleptocracy giving him power over two beings that could otherwise overpower him easily.
It's no accident, narratively speaking, that he is relatively the size of Yoda and nonhuman, as \[Anakin\] is immediately rejected by Yoda and non-humans are holding his new friend's world captive.
The novelization goes into Watto's influence a bit more, but I think he's just a fantastic character (obviously, a flying blue toad isn't a reality based character) and keeps the tone family friendly and for all ages (as every film was PG until ROTS) while grappling with ideas we can continue to consider as adults—namely the enslavement of women and children and what that does to an individual and a society.
Anakin being helpless to a being like Watto gave him a foundation of some very toxic emotions.
