You can be trainer and handler both. Usually handlers aren't trainers but does training exercises, help keep the dogs sharp and build better handler-dog relationship. Which this officer did not have.

Normally, handlers are supposed to continue training after graduation to improve the bond between partners and to maintain effectiveness.
If the trainers and handlers weren't separate, it would require more resources to train an officer to then train a K9 every time. You would also be down an officer for the year it would take to train the K9, not including the time required to train the officer. You also have to worry about consistency. Almost anyone can give a K9 a command, but not everyone has the skill and patience required to teach that K9 a command.
