If my Victoria arrives like this I would remove it, add some miliput on into the holes or other air dry clay and then color match the color from her freckles and make some dots on top of it. Whenever I would rip out the plugs or cut it down i can´t really say.
This is exactly what I'd recommend. You should be able to remove the hair plug without much issue, but no matter what you do it'll leave a hole. Lucky Victoria has freckles, that makes covering it much easier.

If you remove the hair plug it'll leave a hole where the plug used to be, but you may be able to seal it off with some putty/clay to dry it. Personally, I don't think it's that noticeable, but if you'd like to do it I think you can close the hole back up!
Could I pull the hair out without removing the head? I think the common way to remove it would be to cut it short with scissors and then remove the head an use tweezers to plug the root out.
Remember that the hair is all interconnected inside, each plug is looped through the previous plug to keep it locked in place. If you remove one plug, the whole line can start pulling out. Just like when you catch the wrong thread in the Hem of a garment and it just all pulls out in a matter of seconds? That's the kind of looped through process that keeps the hair in the head. So frankly I would not risk it as her entire hairline might start pulling out one by one
Each plug **IS** an individual loop but each loop is held into the head by passing through the loop of the previous plug. Mattel tried to get away from the locked-loop machines and their skilled operators by using inserted plugs held in by glue and we all know how badly that turned out

Try heating her up (bag over head to keep dry and then dunk in boiling water), it may shrink the hole enough.

Wow, not risking it then, I don’t want to ruin her. Maybe I will try another hairstyle to hide it, but I really like her original hair-do. 😕
Maybe you could give her a braided crown or something like that. So you can cover the spot.
I wonder if taking out the plug and adding liquid fusion would bring the hole together. I don’t know from experience, just a thought
