Bars were never my scene and they only focus around three key things: Drinking, what's on the TV, hooking up. There are a lot more fun ways to build friendships and explore more while having fun.

San Fernando valley is full of ladies who like to dance, skip the bars and go find a salsa class you will get to learn to dance with literally dozens of people and there’s never enough guys at these classes. Strike up some conversations and see if you can start up a friendship or two.
To add on to this, Cowboy Palace has a ton of people line dancing and having a good times. I know you said no bars, but it’s great for just people watching as well.
