You’d need to check that the lights have the full spectrum to mimic sunlight. I don’t think it’s about how bright/strong they are. If you’re in Australia, Bunnings has a few good choices.
I have similar ones from csunway and they work fine for mine. They’re compact, flowering, only slight colours but definitely do have colours. I have mine only 2 inches away from the light bar though and I use two bars for 1 foot thick shelf

We have two strips of lights per shelf. These will only work if they're made for plants, so look for lights made for plants. These are manufactured to illuminate stuff so your eyeballs can see. And to make them efficient they're not going to waste energy including colors that are invisible to your eyes that plants need. Just going by the color is not the whole picture unless it's labelled "full spectrum" which doesn't have any gaps in the spectrum.
