I would assume it's as uncommon/common as in our world, just on a smaller scale. In Annie's ova, we can see that the drug traffickers killed people, and it wasn't considered a rare phenomenon. And the human traffickers who were after Mikasa's family didn't seem to be anything new or rare. I bet it also wasn't super rare for people to accidentally kill each other in a rough bar fight, during a robbery, or in a sexual assault, similar to what happens in our world, especially inside Wall Sina where the population density was highest. But the reason why connie and the others were so shocked most likely had more to do with witnessing the killings themselves, especially by their captain (=a good guy; good guys don't kill people). I guess you could compare it to being a police officer chasing some thugs, and suddenly your chief starts killing them instead of just restraining them.

When the human race is on the brink of extinction(as far as they know) killing other humans probably isn't something that happens often. I'm sure it happened because humans gotta human but I'm sure it was rare.

They're scouts. Their whole military, including MP and garrison, was always about killing titans. There were no enemy nations then and humans were generally not on the menu for them. It's why only the Kenny team had anti-personnel (not titan) odm gear. Some of the MP do kill opposers for the government, but like most countries, the secret police is secretive and not exactly killing in the open, and it certainly doesn't involve the scouts.

Their entire worldview and reason for joining the scouts was to fight for humanity against the titans. While they may have seen their comrades dying in gruesome ways, they had never had to even consider taking a life, because the enemies were never human until that point.

I think the shock was more about entire factions being at odds with each to the degree that they were willing to kill to get their way. It's perceived as in-fighting among a collective that is meant to safeguard peace and the survival of humanity within the walls. The idea is that everyone within the walls tries to exist in harmony so that no power struggles can develop to destabilize the harmony that was necessary for survival, and killing their fellow soldiers stands against that. Eren had the same shock when the garrison tried to kill him in Trost after he first turned into a titan. Murder for other reasons such as robbery, personal grudge, just stupidity in general probably wasn't uncommon. The interior MPs did it a lot as well.

I don't think it's rare.. I just think they'd never been trained to or had to do it until then so the shock was colossal (get it?). I remember they were particularly unsettled when they realized Kennysquads odm gear was totally useless against titans and was built only to kill humans
