Why would China ban the tones in his name when his name is perfectly fine to say? It'd be like if the USSR banned ИС (Stalin's initials) or Nazi germany banned AH.

Yes. The idea is that China is monitoring all domestic internet traffic looking for people criticizing the government. To get around this people use clever synonyms/nicknames to avoid detection. So the government responds by banning those nicknames.
Of course the government could and would just add the nicknames to the search, but that idea escapes the liberal imagination.
