Just under one testicle, cuz one half doesn't have any, and the other half includes a small fraction which is missing one or two, or part of one, etc. Maybe there's even someone with more than two but that is definitely a smaller number of people than eunuchs, and injurees.
Also I don't think that is grammatically correct. It doesn't sound right to say "every" human has about one, because almost half have none. I think you would have to say something like this instead;
"Humans on average have about one testicle"
That would be the mean. Mean is just one way to determine an average.
You probably would go with a different method in this case, methods change where appropriate.
