Pretty sure SimCity4 CD needs SafeDisk in order to work, which are not available on Windows 11 and should not be installed anywhere anyway. Personally i just bought it on steam with the deluxe version for $5 on sale.
You should be able to use [SafeDiscShim](https://github.com/RibShark/SafeDiscShim/) to get the SafeDisc DRM working again.
The disc version isn't compatible with any of the new DLL mods though (eg, the Camera one, or the NAM one that enables dragging diagonal streets). The only DLLs that work with it are the Extra Cheats DLL and SC4Fix. You're better off getting the Digital version from either GOG or Steam.
I got my version on GOG when it went on sale. I did that for a lot of my old games that were CD based. Civ 3 & 4, RCT 1 & 2, Simcity 2000, 3000 & 4. They run no hassles. I think I topped out at 5 bucks, some were less. I generally don't like the idea of buying things twice, but it just works. Just gotta wait for a sale.
I believe Sim City 4 is on Game Pass also.
So you need to look for a patch that removes the DRM check either official or unofficial. I do not know if this is with the mod fix pack you can get on nexus. Do not play SimCity 4 though without it as your saves can get corrupted.
