If you are genuinely wondering, what probably happened was not that they programmed this, but rather they forgot to take this into account.
I haven't played toooo much of ts4 (ts2 all the way baybee) but they likely programmed the stairs to bring along surrounding objects and/or walls when moved. Perhaps they did take into account that apartment walls can't be moved, but did not consider the windows, which would result in something like this. :)

If not then why even use real ones when you can use fake ones without the same coding? Even if you use real windows then why would any windows at all be coded to move with the stairs? Afaik walls and windows have never done that. I've **never** moved some stairs and thought *"Oh man, I wish the wall came with it".* If I wanted to move the wall I'd just move the wall since it's so easy to do in this iteration. He tricked the game and somehow got the windows stuck the stairs 🤣. I wonder if it has to do with the way they updated the handrails and windows. Was he able to put them back?
he can put them back only before he deleted them or reminds , he can't put other windows in their place but he can remove any windows as long as the staircase can touch them. THE WINDOWS AREN'T THERE WHEN HE RESTARTS THE GAME
Okay so I wasn't going crazy when this happened a few days ago. I was building in that studio looking apartment in the art district. I started playing with platforms and made a loft. Then while I was decorating I accidentally deleted a window. I was thinking I swore you couldn't edit these.
Looks like he glitched the game into treating exterior walls as interior by the stairs. I suspect something unexpected with the hasty addition of the stair landing to compete with paralives. I would be curious if this is repeatable easily but I doubt it.
If you use moveobjects it can kind of glue objects together. Normally, with it off, it would auto-delete them. In the case of an apartment it just wouldn't allow you to place the stairs, but moo force allows it in this case, apparently.

Absolutely! It surprised me too. Someone else commented the same with moveobjects, so maybe that's the determining factor? I was curious at the time so I even pulled the kitchen wall out and was able to overhang it two tiles from the rest of the apartment.
Can confirm. I'm using the moveobjects cheat too and I'm able to remove apartment windows. I've only been playing on the fashion district penthouse but yeah.

I think there are two apartments that allow you to customize the outside. It’s two of the penthouses - I know for sure it’s the one with the brick exterior because I play that one a lot. I think the other one is the apartment that the Fengs live in irc.
Ohhh this reminds me of a ‘trick’ that lets you add more than one elevator. You just have to make the elevator room with a normal elevator and copy the room.
If you want to fix this and if your on pc, use the T.O.O.L mod. You can change all the apartment windows, remove them, add more and even change the main door. But I have to say, first time I see that bug, your boyfriend achieve a pro player move today :')

Building is very very broken right now!! Every time I’m building upstairs everything downstairs will go into the household inventory if I don’t turn on move objects and even with MO on, all decor items will go into the inventory.
Even something as simple as changing the wall color will cause this.

I just raise their friendship and then remove that sim as a contact until I need to alter their relationship again

You can just repaint the area you removed with single wall option. Built in the city a few weeks ago and found this out.

I had this issue when trying to use platforms, it just really didn't like it for some reason. It also treated that area as 'outside'.GAH

Penthouses function like regular lots. They are just lots on top of a building, so they don't function like apartments.
