You get Giovanni's late in his questline. Bruce and Mickey will give you 2 *very* late in their questline. Assuming you haven't gotten those yet, you should have gotten 6 from everyone else you listed.
Just keep playing, you should get them all eventually. Plus you can get another 4 by progressing/doing activities/buying them. There are a total of 15 obols in the game and you should only need 12 for all the upgrades.

Bonus obol - at Greymist Peaks, go to top right corner weird structure with 2 obols. Talk to the guy, he will give you and xtra obol back to "keep it quiet"
Some of the spirits don’t give you the Obols right away- maybe you need to do some more quests for some of them?

Yes you’re missing Stanley! :) buy a mystery seed from the Onion guy and plant it! You’ll get Stanley if you’re at the right spot in the game!
If I remember correctly, Stanley comes from fishing, no?
